Kurdistan: Disciplinary Rulings for 5 Teachers Upheld by the Administrative Justice Court, One Annulled

Branch 31 of Iran’s Administrative Justice Court has upheld the disciplinary rulings issued against Majid Karimi, Ghiyas Nemati, Nasrin Karimi, Faisal Nouri, and Shahram Karimi, all members of the Teachers’ Trade Association of Sanandaj and Saqqez. These individuals had previously been subjected to penalties such as permanent dismissal from service, forced retirement, and exile. Meanwhile, the court overturned the dismissal of Salah Hajimirzaei and referred his case back to the Appeals Board for Administrative Violations of the Ministry of Education for further review.

According to Kolbarnews, citing the Coordinating Council of Iranian Teachers’ Trade Associations, the disciplinary cases of six members of the Sanandaj and Saqqez Teachers’ Association were reviewed by the Administrative Justice Court. Based on this report, Branch 31 of the court fully upheld the decisions of permanent dismissal, forced retirement, and exile issued against Majid Karimi, Ghiyas Nemati, Nasrin Karimi, Faisal Nouri, and Shahram Karimi. However, the court annulled the dismissal of Salah Hajimirzaei, returning his case to the Ministry’s appeals board for reconsideration.

In August 2025, the Appeals Board for Administrative Violations of the Ministry of Education had ruled as follows:
Shahram Karimi, six-month suspension from service
Majid Karimi and Ghiyas Nemati, permanent dismissal from government and educational positions
Salah Hajimirzaei, one-year temporary dismissal
Nasrin Karimi, forced retirement with a two-grade demotion
Faisal Nouri, five-year exile to Kermanshah Province

These rulings were reportedly issued in response to their union activities and the Teachers’ Association elections held in May 2024.

The Kurdistan Teachers’ Trade Association (Sanandaj) strongly condemned the court’s decisions in a public statement, calling the judicial process “unjust and lacking independence.” The association described the rulings as a disregard for the lawful demands of teachers and students.

In May 2024, the Administrative Violations Board of the Kurdistan Education Department opened cases against Nasrin Karimi, Faisal Nouri, Salah Hajimirzaei, Majid Karimi, Ghiyas Nemati, and two other members of the Teachers’ Association of Sanandaj. Their employment status was suspended for three months, during which they were barred from entering educational institutions and 70% of their salaries were withheld.

After defense hearings and submission of evidence, the preliminary board issued rulings including dismissal, forced retirement, exile, temporary suspension, and employment restrictions for the mentioned teachers.
